HJR 24: Urging the governor and the Alaska delegation in Congress to expedite the responsible development of oil fields in the state to increase the volume of oil transported through the Trans Alaska Pipeline System.

00 HOUSE JOINT RESOLUTION NO. 24 01 Urging the governor and the Alaska delegation in Congress to expedite the responsible 02 development of oil fields in the state to increase the volume of oil transported through 03 the Trans Alaska Pipeline System. 04 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 05 WHEREAS the 800-mile Trans Alaska Pipeline System is a tremendous benefit to the 06 state; and 07 WHEREAS the Trans Alaska Pipeline System is currently operating at one-quarter of 08 its capacity, and increasing the volume of oil transported through the pipeline would generate 09 revenue for the state; and 10 WHEREAS, in the past two years, the volume of oil transported through the Trans 11 Alaska Pipeline System has increased, and the state wants that increase to continue; and 12 WHEREAS the state is currently in a period of financial limitation and budget 13 deficits; and 14 WHEREAS many new oil discoveries on the North Slope could be developed and 15 could increase the volume of oil transported through the Trans Alaska Pipeline System; and

01 WHEREAS the Pikka field, discovered by Armstrong Oil and Gas, could produce 02 1,200,000,000 barrels of oil, with output as high as 120,000 barrels a day, and is one of three 03 major finds that have shattered assumptions about what is still possible in the most explored 04 parts of the North Slope; and 05 WHEREAS Caelus Energy discovered an estimated 6,000,000,000 barrels of 06 recoverable oil under its current state leaseholds in Smith Bay, with the potential to produce 07 200,000 barrels a day of light, highly mobile oil, which would both increase throughput and 08 reduce the average viscosity of oil in the Trans Alaska Pipeline System; and 09 WHEREAS Caelus Energy's Nuna project is estimated to hold 100,000,000 barrels of 10 recoverable oil and could produce 25,000 barrels of oil a day; and 11 WHEREAS ConocoPhillips' Willow discovery is estimated to hold 300,000,000 12 barrels of recoverable oil and could produce 100,000 barrels of oil a day; and 13 WHEREAS ConocoPhillips' Greater Moose's Tooth 1 project could produce 30,000 14 barrels of oil a day; and 15 WHEREAS ConocoPhillips' Greater Moose's Tooth 2 project could produce 25,000 16 barrels of oil a day; and 17 WHEREAS ConocoPhillips' 1H NEWS project in the Kuparuk River unit could 18 produce 8,000 barrels of oil a day; and 19 WHEREAS Hilcorp Energy's offshore oilfield Liberty project is estimated to hold 20 125,000,000 barrels of recoverable oil and could produce 70,000 barrels of oil a day; and 21 WHEREAS Hilcorp Energy's Moose Pad Development project in the Milne Point 22 unit, which is already under construction, is estimated to hold 30,000,000 - 50,000,000 barrels 23 of recoverable oil and could produce 18,000 barrels of oil a day; and 24 WHEREAS Brooks Range Petroleum Corporation's Mustang project is estimated to 25 hold 40,000,000 barrels of recoverable oil and could produce 12,000 barrels of oil a day; and 26 WHEREAS several projects, including the Arctic Slope Regional Corporation's 27 Placer project, ConocoPhillips' Fiord West and Tofkat projects, and ExxonMobil's Point 28 Thomson project, could also increase the volume of oil transported through the Trans Alaska 29 Pipeline System; and 30 WHEREAS all or part of the oil production generated from these projects would 31 result in increased throughput in the Trans Alaska Pipeline System, boosting state revenue;

01 BE IT RESOLVED that the Alaska State Legislature urges the governor and the 02 Alaska delegation in Congress to do all that is in their power to expedite the responsible 03 development of oil fields in the state to increase the volume of oil transported through the 04 Trans Alaska Pipeline System as soon as possible. 05 COPIES of this resolution shall be sent to the Honorable Lisa Murkowski and the 06 Honorable Dan Sullivan, U.S. Senators, and the Honorable Don Young, U.S. Representative, 07 members of the Alaska delegation in Congress.
