01 "An Act relating to state procurement regulations."                                                                     
02 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
03    * Section 1. AS 36.30.040 is amended by adding a new subsection to read:                                           
04            (c)  The regulations adopted under this section must contain provisions for                                  
05       prohibiting procurement of broadband Internet services from a telecommunications                                  
06       utility that                                                                                                      
07                 (1)  does not treat all Internet websites equally, regardless of content,                               
08       source, or business relationship with the utility or others; or                                                   
09                 (2)  engages in paid prioritization or vertical prioritization of Internet                              
10       websites.
