01 "An Act relating to a procurement preference for the University of Alaska."                                             
02 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
03    * Section 1. AS 36.30 is amended by adding a new section to read:                                                  
04 Sec. 36.30.738.  Restriction on contracting for research services.  (a)                                               
05 Notwithstanding AS 36.30.060 and 36.30.100 - 36.30.338, an agency may not                                               
06 contract, other than with the University of Alaska, for basic or applied research                                       
07 services, including consulting, undertaking a study, performing a needs assessment, or                                  
08       providing analysis.                                                                                               
09            (b)  This section does not apply if the                                                                      
10                 (1)  procurement officer determines that a contract with the University                                 
11       of Alaska is not in the best interest of the state; or                                                            
12                 (2)  University of Alaska determines it is unable to provide the services.
