AS 16.20 is amended by adding a new section to read: 05 Sec. 16.20.043. Tangle Lakes State Game Refuge. 01 boundary of the Denali Highway right-of-way; 02 Tract A: That portion northerly of the northern boundary of the 03 Denali Highway right-of-way; 04 (13) Township 22 South, Range 10 East, Fairbanks Meridian 05 Protracted Section 4: That portion northwesterly of the 06 northern boundary of the Denali Highway right-of-way 07 Protracted Section 5: That portion northerly of the northern 08 boundary of the Denali Highway right-of-way, excluding Lots 09 1 - 3, U.S. Survey No. 4357 10 Protracted Section 6: That portion northerly of the northern 11 boundary of the Denali Highway right-of-way. 12 (b) The Tangle Lakes State Game Refuge is established to 13 (1) provide permanent protection for fish and wildlife populations and 14 their habitats so that these resources may be preserved for subsistence uses, hunting 15 and fishing, and for recreational, scientific, aesthetic, and educational purposes; 16 (2) manage human use and activities in a way that is compatible with 17 (1) of this subsection; 18 (3) provide opportunities that are compatible with (1) of this 19 subsection for recreation, wildlife viewing, fisheries enhancement, fishing, hunting, 20 trapping, and other activities. 21 (c) Except for valid rights and interests in mineral claims existing on 22 January 1, 2019, including the right of access to those claims, the land and water areas 23 of the Tangle Lakes State Game Refuge are closed to mineral entry under 24 AS 38.05.185 - 38.05.275. 25 (d) The commissioner shall permit entry into the Tangle Lakes State Game 26 Refuge for purposes of exploration and development of oil and gas resources if the 27 commissioner finds that the exploration or development is compatible with the 28 purposes specified in (b) of this section; however, all oil and gas leases in effect on 29 January 1, 2019, are valid and continue in full force and effect according to the terms 30 of those leases. 31 (e) Egress and ingress to and from private property within the parcels
01 described in (a) of this section shall be allowed through access corridors established 02 through agreement between the Department of Fish and Game, the Department of 03 Natural Resources, and the private property owners involved. 04 (f) The Department of Fish and Game and the Department of Natural 05 Resources 06 (1) may, subject to (c) and (d) of this section, enter into leases within 07 the Tangle Lakes State Game Refuge if the commissioner finds that activity conducted 08 under the lease is compatible with the purposes for which the refuge is established 09 under (b) of this section; 10 (2) may not enter into sales of land within the Tangle Lakes State 11 Game Refuge. 12 * Sec. 2. This Act takes effect January 1, 2019.
