00 HOUSE BILL NO. 98 01 "An Act repealing the veteran employment tax credit; and providing for an effective 02 date." 03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. AS 23.15.550(a) is amended to read: 05 (a) The Alaska Workforce Investment Board is established in the department. 06 The board consists of the following voting members, not to exceed 26: 07 (1) the lieutenant governor or the lieutenant governor's designee; 08 (2) the commissioners of commerce, community, and economic 09 development, education and early development, health and social services, and labor 10 and workforce development, or each respective commissioner's designee; 11 (3) one representative from the University of Alaska; 12 (4) four additional representatives of education, with one from local 13 public education, one from secondary vocational education, one from a postsecondary 14 vocational education institution, and one from adult basic education;

01 (5) four representatives of business and industry; 02 (6) four representatives of organized labor whom the governor shall 03 appoint from lists of nominees submitted by recognized state labor organizations; the 04 governor may reject a list submitted under this paragraph and request that another list 05 be submitted; 06 (7) at least one representative from an organization representing 07 employment and training needs of Alaska Natives; 08 (8) at least one representative of a community-based service 09 organization; 10 (9) at least one representative who has personal or professional 11 experience with developmental disabilities; 12 (10) at least one veteran; in this paragraph, "veteran" means an 13 individual who served in and was honorably discharged from the 14 (A) armed forces of the United States, including a reserve 15 unit of the armed forces of the United States; or 16 (B) Alaska Territorial Guard, the Alaska Army National 17 Guard, the Alaska Air National Guard, or the Alaska Naval Militia [HAS 18 THE MEANING GIVEN IN AS 43.20.048(f)]; 19 (11) at least one and up to four additional members of the private 20 sector to ensure a private sector majority and regional and local representation on the 21 board. 22 * Sec. 2. AS 43.20.048 is repealed January 1, 2022. 23 * Sec. 3. The uncodified law of the State of Alaska is amended by adding a new section to 24 read: 25 TRANSITION. A taxpayer that accrues a credit authorized by AS 43.20.048, repealed 26 by sec. 2 of this Act, before the effective date of sec. 2 of this Act, but whose tax year ends on 27 or after the effective date of sec. 2 of this Act, may take the tax credit in the tax year the 28 taxpayer accrues the credit. 29 * Sec. 4. This Act takes effect January 1, 2022.
