01 "An Act relating to a security freeze on the consumer credit report of a minor,                                         
02 incapacitated person, or protected person."                                                                             
03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
04    * Section 1. AS 45.48 is amended by adding a new section to read:                                                  
05            Sec. 45.48.220. Request by parent or legal guardian. A parent, legal                                       
06       guardian, or conservator of a minor, incapacitated person, or protected person may                                
07       make a request under AS 45.48.100 - 45.48.290 on behalf of a consumer who is the                                  
08       minor, incapacitated person, or protected person under the supervision of that parent,                            
09       legal guardian, or conservator. If a consumer credit report does not exist at the time of                         
10       a request under this section, the consumer credit reporting agency shall generate a                               
11       record or consumer credit report for the purpose of placing a security freeze. In this                            
12       section,                                                                                                          
13                 (1)  "conservator" means a person appointed or qualified by a court to                                  
14       manage the property of an individual, or a person legally authorized to perform                                   

01       substantially the same functions;                                                                                 
02                 (2)  "incapacitated person" has the meaning given in AS 47.24.900;                                      
03                 (3)  "minor" means a child under 18 years of age who has not had the                                    
04       disabilities of a minor removed as described in AS 09.55.590;                                                     
05                 (4)  "protected person" has the meaning given in AS 13.27.490.
