00 SENATE BILL NO. 116 01 "An Act relating to civics examinations and secondary school graduation requirements; 02 and providing for an effective date." 03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. AS 14.03.075(a) is amended to read: 05 (a) A school may not issue a secondary school diploma to a student unless the 06 student 07 (1) takes a college and career readiness assessment or receives a 08 waiver from the governing body; and 09 (2) receives a passing score on an examination consisting, at a 10 minimum, of the 100 questions of the civics portion of the naturalization test used 11 by the United States Citizenship and Immigration Services under 8 U.S.C. 12 1446(b) or is a student with a disability and receives a waiver from the governing 13 body. 14 * Sec. 2. AS 14.03.075(e) is amended by adding a new paragraph to read:

01 (3) "passing score" means a result of at least 60 percent correct 02 responses. 03 * Sec. 3. AS 14.03.075 is amended by adding a new subsection to read: 04 (f) If a student does not receive a waiver and meets the examination 05 requirement in (a)(2) of this section, a school shall document on the student's 06 transcript that the student has received a passing score on the examination. 07 * Sec. 4. AS 14.07.165(a) is amended to read: 08 (a) The board shall adopt 09 (1) statewide goals and require each governing body to adopt written 10 goals that are consistent with local needs; 11 (2) regulations regarding the application for and award of grants under 12 AS 14.03.125; 13 (3) regulations implementing provisions of AS 14.11.014(b); 14 (4) regulations requiring approval by the board before a charter school, 15 state boarding school, or a public school may provide domiciliary services; 16 (5) regulations implementing the college and career readiness 17 assessment and civics examination provisions of AS 14.03.075, providing for the 18 needs of a student who is a child with a disability, and setting standards for a waiver 19 under AS 14.03.075; the regulations may address the conditions, criteria, procedure, 20 and scheduling of the assessment. 21 * Sec. 5. This Act takes effect July 1, 2016.
