00 SENATE BILL NO. 106 01 "An Act relating to honorary foreign consul license plates; relating to special request 02 gold rush license plates; relating to special request license plates commemorating the 03 sesquicentennial of the Alaska Purchase; and providing for an effective date." 04 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 05 * Section 1. AS 28.10.181 is amended by adding new subsections to read: 06 (ii) Honorary foreign consul plates. Upon application by the owner of a motor 07 vehicle, the department may issue registration plates for current honorary consuls of 08 foreign countries. In the application and at each renewal period for the plates, the 09 owner shall supply written proof that the owner is currently appointed as an honorary 10 consul by the foreign country and a copy of the owner's current Consular 11 Identification Card issued by the United States Department of State. The owner may 12 display the honorary foreign consul plates on the vehicle only while the person retains 13 the status of honorary consul of the foreign country and holds a current Consular 14 Identification Card. Honorary foreign consul plates do not confer any diplomatic or

01 other immunity or any other special privileges. 02 (jj) Special request gold rush plates. Upon application by the owner of a motor 03 vehicle, the department may issue registration plates commemorating the gold rush, 04 modeled after the gold rush centennial plate, but without the word "centennial." The 05 department may disapprove the issuance of registration plates under this subsection 06 when the requested plates are a duplication of an existing registration. 07 (kk) Special request plates commemorating the Alaska Purchase 08 sesquicentennial. Upon application by the owner of a motor vehicle, the department 09 may issue registration plates commemorating the sesquicentennial of the Alaska 10 Purchase. In determining the design and color of the registration plate, the 11 commissioner shall consult with the Alaska Historical Commission. The department 12 may disapprove the issuance of registration plates under this subsection when the 13 requested plates are a duplication of an existing registration. 14 * Sec. 2. AS 28.10.421(d)(2) is amended to read: 15 (2) special request plates for 16 (A) Alaska National Guard personnel ............................... $30; 17 (B) veterans, retired veterans, or Lao veterans .................. $30; 18 (C) recipients of the Purple Heart .................................... none; 19 (D) owners of custom collector vehicles ........................... $50; 20 (E) Iditarod race finishers .................................................. $50; 21 (F) honorary foreign consuls .......................................... $50; 22 (G) other special request plates ......................................... $30; 23 plus the fee required for that vehicle under (b) of this section; the fee required by this 24 paragraph shall be collected only on the first issuance and on the replacement of 25 special request plates; 26 * Sec. 3. AS 28.10.421(d) is amended by adding a new paragraph to read: 27 (25) Alaska Purchase Commemorative Plates............................... $50 28 plus the fee required for that vehicle under (b), (c), (h), or (i) of this section; the fee 29 required by this paragraph shall be collected only on the first issuance and the 30 replacement of special request plates; the commissioner of administration shall 31 separately account for the fees received under this paragraph that the department

01 deposits in the general fund; notwithstanding (g) of this section, the annual estimated 02 balance in the account that is in excess of the cost of issuing special request plates may 03 be appropriated by the legislature for the support of the projects of the Alaska 04 Historical Commission. 05 * Sec. 4. AS 28.10.181(kk) and 28.10.421(d)(25) are repealed. 06 * Sec. 5. Section 3 of this Act takes effect January 1, 2018. 07 * Sec. 6. Except as provided in sec. 5 of this Act, this Act takes effect January 1, 2016.
