HCR 401: Suspending Rules 47 and 55, Uniform Rules of the Alaska State Legislature, relating to the carry-over of bills to a special session.

00 HOUSE CONCURRENT RESOLUTION NO. 401 01 Suspending Rules 47 and 55, Uniform Rules of the Alaska State Legislature, relating to 02 the carry-over of bills to a special session. 03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 That under Rule 54, Uniform Rules of the Alaska State Legislature, the provisions of 05 Rule 47 of the Uniform Rules regarding the carry-over of bills and the provisions of Rule 55 06 of the Uniform Rules regarding the use of Mason's Manual of Legislative Procedure, 2010 07 edition, to cover situations not directly addressed by the Uniform Rules, are suspended to the 08 extent they prohibit the carry-over of bills and resolutions from the Second Regular Session to 09 the Fourth Special Session of the Twenty-Ninth Alaska State Legislature; and be it 10 FURTHER RESOLVED that this resolution applies only to the following bills 11 previously under consideration during the Second Regular Session of the Twenty-Ninth 12 Alaska State Legislature that relate to the subjects set out in the governor's proclamation for 13 the special session: 14 House Bill 256: An Act making appropriations for the operating and loan 15 program expenses of state government and for certain programs; capitalizing funds; 16 amending appropriations; repealing appropriations; making supplemental

01 appropriations; and providing for an effective date; 02 House Bill 257: An Act making appropriations for the operating and capital 03 expenses of the state's integrated comprehensive mental health program; and providing 04 for an effective date; 05 Senate Bill 138: An Act making and amending appropriations, including 06 capital appropriations, supplemental appropriations, reappropriations, and other 07 appropriations; making appropriations to capitalize funds; making appropriations 08 under art. IX, sec. 17(c), Constitution of the State of Alaska, from the constitutional 09 budget reserve fund; and providing for an effective date; 10 House Bill 245: An Act relating to the Alaska permanent fund; relating to 11 appropriations to the dividend fund; relating to income of the Alaska permanent fund; 12 relating to the earnings reserve account; relating to the Alaska permanent fund 13 dividend; making conforming amendments; and providing for an effective date; 14 Senate Bill 128: An Act relating to the Alaska permanent fund; relating to 15 appropriations to the dividend fund; relating to income of the Alaska permanent fund; 16 relating to the earnings reserve account; relating to the Alaska permanent fund 17 dividend; making conforming amendments; and providing for an effective date; 18 House Bill 247: An Act relating to the exploration incentive credits; relating to 19 the powers and duties of the Alaska Oil and Gas Conservation Commission; relating to 20 interest applicable to delinquent tax; relating to the oil and gas production tax, tax 21 payments, and credits; relating to tax credit certificates; relating to refunds for the gas 22 storage facility tax credit, the liquefied natural gas storage facility tax credit, and the 23 qualified in-state oil refinery infrastructure expenditures tax credit; relating to oil and 24 gas lease expenditures and production tax credits for municipal entities; requiring a 25 bond or cash deposit with a business license application for an oil or gas business; and 26 providing for an effective date; 27 House Bill 200: An Act establishing procedures related to a petition or proxy 28 for adoption or guardianship of a child in state custody; adding a definition of "proxy 29 for a formal petition"; amending Rules 5 and 6(a), Alaska Adoption Rules, and adding 30 Rule 17.3, Alaska Child in Need of Aid Rules of Procedure; and providing for an 31 effective date;

01 House Bill 27: An Act relating to the duties of the Department of Health and 02 Social Services; relating to hearings on and plans for permanent placement of a child 03 in need of aid; relating to school placement and transportation for children in foster 04 care; relating to foster care transition programs; relating to emergency and temporary 05 placement of a child in need of aid; relating to transitional living arrangements for 06 children in foster care; and amending Rule 17.2, Alaska Child in Need of Aid Rules of 07 Procedure; 08 House Bill 374: An Act relating to funding for a reinsurance program; relating 09 to an application for a waiver for state innovation for health care insurance; and 10 providing for an effective date; 11 House Bill 246: An Act creating the oil and gas infrastructure development 12 program and the oil and gas infrastructure development fund in the Alaska Industrial 13 Development and Export Authority; relating to the interest rates of the Alaska 14 Industrial Development and Export Authority; relating to the sustainable energy 15 transmission and supply development and Arctic infrastructure development programs 16 of the Alaska Industrial Development and Export Authority; relating to dividends from 17 the Alaska Industrial Development and Export Authority; and adding definitions for 18 "oil and gas development infrastructure" and "proven reserves"; 19 Senate Bill 129: An Act creating the oil and gas infrastructure development 20 program and the oil and gas infrastructure development fund in the Alaska Industrial 21 Development and Export Authority; relating to the interest rates of the Alaska 22 Industrial Development and Export Authority; relating to the sustainable energy 23 transmission and supply development and Arctic infrastructure development programs 24 of the Alaska Industrial Development and Export Authority; relating to dividends from 25 the Alaska Industrial Development and Export Authority; and adding definitions for 26 "oil and gas development infrastructure" and "proven reserves"; and be it 27 FURTHER RESOLVED that this resolution is retroactive to May 23, 2016, at 11:00 28 a.m., the beginning of the Fourth Special Session of the Twenty-Ninth Alaska State 29 Legislature.
