00 HOUSE CONCURRENT RESOLUTION NO. 20 01 Proposing an amendment to the Uniform Rules of the Alaska State Legislature relating 02 to the vote required for the passage of a joint resolution. 03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. Rule 49(a)(5), Uniform Rules of the Alaska State Legislature, is amended to 05 read: 06 (5) A joint resolution is the most formal type of resolution and is 07 adopted by both houses and then signed by the governor as a ministerial formality. 08 The joint resolution is treated in all respects as a bill but it is not subject to veto. It is 09 usually reserved for addressees outside the state. This resolution is used mainly to 10 express the view or wish of the legislature to the President, the Congress or agencies 11 of the United States Government or the governments of other states. It is required for 12 proposing or ratifying amendments to the U. S. Constitution, proposing amendments 13 to the State Constitution under provisions of Sec. 1, Art. XIII, of the State 14 Constitution, and for disapproval of local government boundary changes 15 recommended by the Local Boundary Commission under provisions of Sec. 12, Art. 16 X, of the State Constitution.
