00 HOUSE BILL NO. 330 01 "An Act relating to a veteran's designation on an identification card or a driver's license 02 for Lao and Hmong veterans." 03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. AS 18.65.310(l) is amended to read: 05 (l) At the request of the person, the department shall provide a veteran 06 designation and United States flag replica on an identification card identifying the 07 person as a retired veteran, [OR] a veteran of the armed forces of the United States 08 discharged under honorable conditions, a Lao veteran who served in military 09 operations in support of the United States in the Kingdom of Laos between 10 February 28, 1961, and May 15, 1975, or a Hmong veteran who assisted United 11 States personnel in military or rescue operations during the Vietnam era between 12 August 5, 1964, and May 7, 1975. The department may not charge a fee solely for the 13 designation. To receive a veteran designation, the person shall provide proof of 14 veteran status that shows the person is retired, was [OR] discharged under honorable

01 conditions, is a Lao veteran, or is a Hmong veteran. The department shall consult 02 with the Department of Military and Veterans' Affairs to determine the proof 03 necessary to show that a person is a Lao veteran or a Hmong veteran. With the 04 approval of the person, the department shall make available to the Department of 05 Military and Veterans' Affairs the name and address of a person receiving a veteran 06 designation under this subsection. Notwithstanding (a) of this section, the department 07 may charge a fee of $5 for replacement of a valid identification card with a new 08 identification card with a veteran designation. 09 * Sec. 2. AS 28.15.111(c) is amended to read: 10 (c) At the request of an applicant, the department shall provide a veteran 11 designation and United States flag replica on a license identifying the driver as a 12 retired veteran, [OR] a veteran of the armed forces of the United States discharged 13 under honorable conditions, a Lao veteran who served in military operations in 14 support of the United States in the Kingdom of Laos between February 28, 1961, 15 and May 15, 1975, or a Hmong veteran who assisted United States personnel in 16 military or rescue operations during the Vietnam era between August 5, 1964, 17 and May 7, 1975. The department may not charge a fee solely for the designation. To 18 receive a veteran designation, the driver shall make available proof of veteran status 19 that shows that the person is retired, was [OR] discharged under honorable conditions, 20 is a Lao veteran, or is a Hmong veteran. The department shall consult with the 21 Department of Military and Veterans' Affairs to determine the proof necessary to 22 show that a person is a Lao veteran or a Hmong veteran. With the approval of the 23 applicant, the department shall make available to the Department of Military and 24 Veterans' Affairs the name and address of a driver receiving a veteran designation 25 under this subsection. The department may charge a fee of $5 for replacement of a 26 valid driver's license with a new license with a veteran designation. A replacement 27 license with a veteran designation issued for $5 under this subsection shall retain the 28 expiration date of the license it replaces.
