01 "An Act exempting specified aircraft operators from certain requirements related to                                     
02 emergency rations and safety equipment."                                                                                
03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
04    * Section 1. AS 02.35.110(a) is amended to read:                                                                   
05            (a)  Except as provided in (b) and (d) of this section, an operator of an                                
06       aircraft [AN AIRMAN] may not make a flight inside the state with an aircraft unless                           
07       emergency equipment is carried as follows:                                                                        
08                 (1)  the following minimum equipment must be carried during the                                         
09       summer months:                                                                                                    
10                      (A)  rations for each occupant sufficient to sustain life for one                                  
11            week;                                                                                                        
12                      (B)  one axe or hatchet;                                                                           
13                      (C)  one first aid kit;                                                                            
14                      (D)  an assortment of tackle such as hooks, flies, lines, and                                      

01            sinkers;                                                                                                     
02                      (E)  one knife;                                                                                    
03                      (F)  fire starter;                                                                                 
04                      (G)  one mosquito headnet for each occupant;                                                       
05                      (H)  two small signalling devices such as colored smoke bombs,                                     
06            railroad fuses, or Very pistol shells, in sealed metal containers;                                           
07                 (2)  in addition to the equipment required under (1) of this subsection,                                
08       the following must be carried as minimum equipment from October 15 to April 1 of                                  
09       each year:                                                                                                        
10                      (A)  one pair of snowshoes;                                                                        
11                      (B)  one sleeping bag;                                                                             
12                      (C)  one wool blanket or equivalent for each occupant over four.                                   
13    * Sec. 2. AS 02.35.110 is amended by adding a new subsection to read:                                              
14            (d)  The requirements in (a) of this section do not apply to an operator of                                  
15                 (1)  an aircraft that is equipped as required by the Federal Aviation                                   
16       Administration for operations in the state or over uninhabited areas;                                             
17                 (2)  a commercial carrier aircraft equipped with a real-time satellite                                  
18       tracking system;                                                                                                  
19                 (3)  a commercial carrier aircraft equipped with a 406 megahertz                                        
20       emergency locator transmitter; and                                                                                
21                 (4)  a commercial carrier aircraft in airspace over this state equipped                                 
22       with a real-time satellite tracking system and 406 megahertz emergency locator                                    
23       transmitters installed and operational.
