01 "An Act relating to off-highway restricted noncommercial drivers' licenses."                                            
02 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
03    * Section 1. AS 28.15 is amended by adding a new section to read:                                                  
04            Sec. 28.15.126. Off-highway restricted noncommercial driver's license. The                                 
05       department shall waive the road test and issue an off-highway restricted                                          
06       noncommercial driver's license to an applicant who resides and operates a motor                                   
07       vehicle in an area of the state with no access to a division office offering road testing.                        
08       A driver issued an off-highway restricted noncommercial driver's license may not                                  
09       operate a motor vehicle                                                                                           
10                 (1)  on a highway, vehicular way, or a public parking place in the state                                
11       that is connected by a land highway or vehicular way to the land-connected state                                  
12       highway system, unless the person has or is accompanied by a person with an                                       
13       unrestricted driver's license; or                                                                                 
14                 (2)  outside the state.
