AS 14.03 is amended by adding a new section to read: 06 Sec. 14.03.072. Kindergarten through grade three; parent information. (a) 07 Each school district shall annually provide to parents and guardians of students 08 enrolled in kindergarten through grade three in a public school in the state current 09 information on the importance of early literacy, including 10 (1) intervention strategies; 11 (2) home literacy plans; 12 (3) grade retention standards and policies for the elementary school 13 attended; 14 (4) strategies and resources to help children learn to read.

01 (b) In partnership with local media outlets, the department shall create and 02 implement a communications campaign to educate parents and guardians about the 03 importance of early literacy. The campaign shall include an Internet website that 04 provides access to current research on early literacy, book recommendations, and 05 vocabulary-building exercises. 06 * Sec. 2. AS 14.20.140(a) is amended to read: 07 (a) If a teacher who has acquired tenure rights is to be laid off under 08 AS 14.20.177 or is not to be retained for the following school year, the employer shall 09 notify the teacher of the layoff or nonretention by writing, delivered before May 15 10 [MARCH 16], or by registered mail postmarked before May 15 [MARCH 16]. 11 * Sec. 3. Section 9, ch. 19, SLA 2012, is repealed. 12 * Sec. 4. The uncodified law of the State of Alaska is amended by adding a new section to 13 read: 14 PUPIL TRANSPORTATION ADJUSTMENT. The per student amount available to a 15 school district under AS 14.09.010(a) shall be adjusted annually on October 1 in fiscal years 16 2014, 2015, and 2016 according to changes in the Consumer Price Index for all urban 17 consumers for the Anchorage metropolitan area compiled by the United States Department of 18 Labor, Bureau of Labor Statistics. The reference base index for an adjustment made under this 19 section is the Consumer Price Index for all urban consumers for the Anchorage metropolitan 20 area compiled by the United States Department of Labor, Bureau of Labor Statistics, for the 21 years 1982 through 1984. 22 * Sec. 5. The uncodified law of the State of Alaska is amended by adding a new section to 23 read: 24 APPLICABILITY. AS 14.20.140(a), as amended by sec. 2 of this Act, applies to a 25 contract or collective bargaining agreement that becomes legally binding on or after the 26 effective date of this Act. 27 * Sec. 6. Section 4 of this Act is repealed November 1, 2015. 28 * Sec. 7. This Act takes effect July 1, 2013.
