00                   HOUSE CONCURRENT RESOLUTION NO. 27                                                                   
01 Suspending Rules 24(c), 35, 41(b), and 42(e), Uniform Rules of the Alaska State                                         
02 Legislature, concerning Senate Bill No. 64, relating to theft and property offenses;                                    
03 relating to the definition of "prior convictions" for certain theft offenses; establishing                              
04 the Alaska Criminal Justice Commission and providing an expiration date; relating to                                    
05 the crime of custodial interference; relating to the duties of the Alaska Judicial Council;                             
06 relating to jail-time credit for offenders in court-ordered treatment programs; relating                                
07 to conditions of release, probation, and parole; relating to duties of the commissioner of                              
08 corrections and board of parole; establishing a fund for reducing recidivism in the                                     
09 Department of Health and Social Services; requiring the commissioner of health and                                      
10 social services to establish programs for persons on conditions of release or probation                                 
11 that require testing for controlled substances and alcoholic beverages; requiring the                                   
12 board of parole to establish programs for persons on parole that require testing for                                    
13 controlled substances and alcoholic beverages; and relating to the duties of the                                        

01 Department of Health and Social Services.                                                                               
02 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                               
03       That under Rule 54, Uniform Rules of the Alaska State Legislature, the provisions of                              
04 Rules 24(c), 35, 41(b), and 42(e), Uniform Rules of the Alaska State Legislature, regarding                             
05 changes to the title of a bill, are suspended in consideration of Senate Bill No. 64, relating to                       
06 theft and property offenses; relating to the definition of "prior convictions" for certain theft                        
07 offenses; establishing the Alaska Criminal Justice Commission and providing an expiration                               
08 date; relating to the crime of custodial interference; relating to the duties of the Alaska                             
09 Judicial Council; relating to jail-time credit for offenders in court-ordered treatment programs;                       
10 relating to conditions of release, probation, and parole; relating to duties of the commissioner                        
11 of corrections and board of parole; establishing a fund for reducing recidivism in the                                  
12 Department of Health and Social Services; requiring the commissioner of health and social
