01 "An Act relating to the construction, major rehabilitation, and deferred maintenance of                                 
02 state agency public buildings based on standardized designs; and providing for an                                       
03 effective date."                                                                                                        
04 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
05    * Section 1. AS 44.68 is amended by adding new sections to read:                                                   
06         Article 6. Use of Standardized Designs for Public Buildings.                                                  
07            Sec. 44.68.310. Standardized designs. After consulting with the Department                                 
08       of Administration, the Alaska Housing Finance Corporation, the Alaska Energy                                      
09       Authority, organizations and individuals with engineering, architectural design, and                              
10       others with expertise relevant to construction in the various climatic regions in the                             
11       state, the Department of Transportation and Public Facilities shall                                               
12                 (1)  establish for public buildings one or more standardized designs that                               
13       optimize the efficiency of the operation and maintenance of public buildings while                                
14       taking into account regional climatic differences in the state;                                                   

01                 (2)  identify individual components of the standardized designs                                         
02       identified under (1) of this section that can be used for the construction, major                                 
03       rehabilitation, and deferred maintenance of public buildings when the use of a                                    
04       complete standardized design for a public building is not feasible.                                               
05            Sec. 44.68.320. Public building construction and deferred maintenance.                                     
06       Except when the use of individual components of a standardized design is allowed                                  
07       under AS 44.68.310(2), a state agency shall use complete standardized designs                                     
08       established under AS 44.68.310 for the construction, major rehabilitation, and deferred                           
09       maintenance of a public building.                                                                                 
10            Sec. 44.68.330. Definitions. In AS 44.68.310 - 44.68.330,                                                  
11                 (1)  "public building" means a building that is owned by a state agency;                                
12                 (2)  "state agency" means                                                                               
13                      (A)  a department, institution, board, commission, division,                                       
14            authority, public corporation, or other administrative unit of the executive                                 
15            branch of state government; in this subparagraph, "public corporation"                                       
16            includes the Alaska Industrial Development and Export Authority;                                             
17                      (B)  the University of Alaska.                                                                     
18    * Sec. 2. The uncodified law of the State of Alaska is amended by adding a new section to                          
19 read:                                                                                                                   
20       APPLICABILITY. This Act applies to the construction and deferred maintenance of a                                 
21 public building if a state agency begins the planning for the construction, major rehabilitation,                       
22 or deferred maintenance on or after the effective date of AS 44.68.320, enacted by sec. 1 of                            
23 this Act. In this section, "public building" and "state agency" have the meanings given in                              
24 AS 44.68.330, enacted by sec. 1 of this Act.                                                                            
25    * Sec. 3. AS 44.68.310, enacted by sec. 1 of this Act, and AS 44.68.330, enacted by sec. 1                         
26 of this Act, take effect immediately under AS 01.10.070(c).                                                             
27    * Sec. 4. Except as provided in sec. 3 of this Act, this Act takes effect July 1, 2015.
