01 "An Act relating to allocations to the special education service agency and extending the                               
02 special education service agency; and providing for an effective date."                                                 
03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
04    * Section 1. AS 14.30.650 is amended to read:                                                                      
05            Sec. 14.30.650. Funding. Each fiscal year the department shall allocate to the                             
06       agency not less than $18.65 [$15.75] times the number of students in the state in                             
07       average daily membership in the preceding fiscal year as determined under                                         
08       AS 14.17.600. Money to carry out the provisions of this section may be appropriated                               
09       annually by the legislature. If amounts are insufficient to meet the allocation                                   
10       authorized under this section for a fiscal year, the allocation shall be reduced pro rata.                        
11       [THE AMOUNT ALLOCATED TO THE AGENCY SHALL BE REDUCED EACH                                                         
12       FISCAL YEAR BY THE AMOUNT CONTRIBUTED BY THE DEPARTMENT TO                                                        
13       THE TEACHERS' RETIREMENT SYSTEM (AS 14.25) OR THE PUBLIC                                                          
14       EMPLOYEES' RETIREMENT SYSTEM (AS 39.35) ON BEHALF OF                                                              

01       EMPLOYEES OF THE AGENCY.]                                                                                         
02    * Sec. 2. AS 44.66.010(6) is amended to read:                                                                      
03                 (6)  special education service agency (AS 14.30.600) - June 30, 2017                                
04       [JUNE 30, 2013];                                                                                                  
05    * Sec. 3. The uncodified law of the State of Alaska is amended by adding a new section to                          
06 read:                                                                                                                   
07       RETROACTIVITY. Section 2 of this Act is retroactive to June 30, 2013.                                           
08    * Sec. 4. This Act takes effect immediately under AS 01.10.070(c).
