00 SENATE CS FOR CS FOR HOUSE BILL NO. 71(FIN) 01 "An Act requiring the Commercial Fisheries Entry Commission to report biennially on 02 the vessel-based limited entry fisheries system for the weathervane scallop and Bering 03 Sea hair crab fisheries; requiring the Department of Commerce, Community, and 04 Economic Development to file an annual report to the legislature regarding statewide 05 and regional economic development projects and regional development organizations; 06 extending the termination date of the Alaska regional economic assistance program; 07 extending the termination date of the authority of the Commercial Fisheries Entry 08 Commission to maintain a vessel-based limited entry fisheries system for the 09 weathervane scallop and Bering Sea hair crab fisheries; providing for an effective date 10 by amending the effective date under sec. 28, ch. 137, SLA 2002; and providing for an 11 effective date." 12 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:

01 * Section 1. AS 16.43.450 is amended by adding a new subsection to read: 02 (f) By February 1 of the filing year, the commission shall submit a biennial 03 report to the governor and the legislature concerning the harvest and earnings of the 04 vessel-based limited entry fisheries system for the weathervane scallop and Bering Sea 05 hair crab during the preceding two years. The commission shall notify the legislature 06 that the report is available. 07 * Sec. 2. AS 44.33.895 is amended by adding a new subsection to read: 08 (f) Not later than February 1 of each year, the department shall compile a 09 report on statewide and regional economic development projects and on the activities 10 of regional development organizations that have received assistance under (a) of this 11 section or a grant under (b) of this section. The department shall notify the legislature 12 that the report is available. The report must include the information listed in 13 paragraphs (1) - (3) of this subsection. To compile the report, the department shall 14 require each regional development organization to provide the following information 15 to the department on or before a date set by the department: 16 (1) an assistance and funding summary for the previous fiscal year that 17 includes 18 (A) the assistance provided to the organization by the 19 department, the amount and purposes of grants made to the organization by the 20 department, and a statement of any other funding received by the organization 21 from the state; 22 (B) the amount of federal funding and grants received by the 23 organization; and 24 (C) the amounts and sources of private sector sponsorships; 25 (2) an activity summary that includes 26 (A) a summary of the meetings of the board of the regional 27 development organization held during the past year, including the number of 28 meetings and the date, location, and a brief description of the agenda of each 29 meeting; 30 (B) a summary of economic development initiatives being 31 undertaken and services being provided by the regional development

01 organization at the time of the report; 02 (C) a work plan containing goals, objectives, and strategies for 03 addressing regional economic needs; 04 (D) a summary of any comprehensive economic development 05 strategy being implemented by the board at the time of the report; and 06 (E) the status of projects funded by grants from the state or the 07 federal government; and 08 (3) an economic development summary that includes 09 (A) potential projects identified by the board that may enhance 10 economic development; and 11 (B) challenges to regional economic development identified by 12 the board. 13 * Sec. 3. Section 2, ch. 43, SLA 2000, as amended by sec. 1, ch. 110, SLA 2003, sec. 1, ch. 14 51, SLA 2005, and sec. 1, ch. 69, SLA 2008, is amended to read: 15 Sec. 2. AS 44.33.895 is repealed July 1, 2016 [2013]. 16 * Sec. 4. The uncodified law of the State of Alaska is amended by adding a new section to 17 read: 18 TRANSITION. Notwithstanding AS 44.33.895(f), enacted by sec. 2 of this Act, the 19 first report filed after the effective date of this Act shall include a funding summary for the 20 previous three fiscal years. 21 * Sec. 5. The uncodified law of the State of Alaska is amended by adding a new section to 22 read: 23 RETROACTIVITY. (a) If sec. 3 of this Act takes effect on or after July 1, 2013, it is 24 retroactive to July 1, 2013. 25 (b) If sec. 6 of this Act takes effect on or after December 30, 2013, it is retroactive to 26 December 30, 2013. 27 * Sec. 6. Section 28, ch. 137, SLA 2002, as amended by sec. 3, ch. 69, SLA 2008, is 28 amended to read: 29 Sec. 28. Sections 5, 10, 12, 14, 16, 18, 21, 23, and 27 of this Act take effect 30 December 30, 2018 [2013]. 31 * Sec. 7. Section 1 of this Act takes effect January 1, 2015.

01 * Sec. 8. Except as provided in sec. 7 of this Act, this Act takes effect immediately under 02 AS 01.10.070(c).
