00 SENATE CONCURRENT RESOLUTION NO. 2 01 Proposing amendments to the Uniform Rules of the Alaska State Legislature relating to 02 the presiding officer pro tempore. 03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. Rule 1(a), Uniform Rules of the Alaska State Legislature, is amended to read: 05 (a) At the time for convening of the first regular session of a legislature, the 06 lieutenant governor calls each house to order separately and calls the roll of members 07 whose election has been certified. The lieutenant governor then administers the oath of 08 office to the new members and, pending the election of [TEMPORARY] presiding 09 officers pro tempore, preserves order and decorum in the house. 10 * Sec. 2. Rule 1(b), Uniform Rules of the Alaska State Legislature, is amended to read: 11 (b) When the house by a majority vote of the full membership of the house 12 selects a [TEMPORARY] presiding officer pro tempore, the [TEMPORARY] 13 presiding officer pro tempore assumes the chair, and the lieutenant governor 14 withdraws. The [TEMPORARY] presiding officer pro tempore then calls for 15 nominations for a regular [PERMANENT] presiding officer, and the nominee 16 receiving a majority vote of the full membership of the house becomes the regular

01 [PERMANENT] presiding officer for the two-year duration of the legislature. If a 02 regular [PERMANENT] presiding officer is not elected by the seventh legislative 03 day, on the eighth legislative day, the [TEMPORARY] presiding officer pro tempore 04 shall call for nominations for a regular [PERMANENT] presiding officer from the 05 floor. A roll call vote shall be taken on the persons nominated. Election of a regular 06 [PERMANENT] presiding officer requires a majority vote of the full membership of 07 the house. 08 * Sec. 3. Rule 1(c), Uniform Rules of the Alaska State Legislature, is amended to read: 09 (c) Pending the organization of the house, a secretary assigned by the 10 Legislative Council assists the lieutenant governor, the presiding officer pro 11 tempore, and the regular [TEMPORARY AND PERMANENT] presiding officer 12 [OFFICERS] in the performance of their duties. 13 * Sec. 4. Rule 4, Uniform Rules of the Alaska State Legislature, is amended to read: 14 Rule 4. Duties of the Presiding Officer. The presiding officer of each house 15 has the duties set forth in Section 575, MASON'S MANUAL OF LEGISLATIVE 16 PROCEDURE, 2000 edition, when not inconsistent with these Uniform Rules. In the 17 absence of the regular presiding officer, the [MAJORITY LEADER OF THE HOUSE 18 SERVING EX OFFICIO AS] presiding officer pro tempore shall preside during 19 sessions of the house and may exercise any other duty of the regular presiding 20 officer. The [; EXCEPT THAT THE] regular presiding officer or the presiding 21 officer pro tempore may temporarily relinquish the chair to any member.
