00 HOUSE CS FOR SENATE BILL NO. 137(EDC) 01 "An Act requiring suicide awareness and prevention training for certain school 02 personnel." 03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. The uncodified law of the State of Alaska is amended by adding a new section 05 to read: 06 SHORT TITLE. This Act may be known as the Jason Flatt Act. 07 * Sec. 2. AS 14.20 is amended by adding a new section to read: 08 Sec. 14.20.690. Mandatory youth suicide awareness and prevention 09 training; immunity. (a) A school district, regional educational attendance area, and 10 the department shall annually provide youth suicide awareness and prevention training 11 approved by the commissioner to each teacher, administrator, counselor, and specialist 12 who is employed by the district, regional educational attendance area, or department to 13 provide services to students in grades seven through 12 in a public school in the state 14 at no cost to the teacher, administrator, counselor, or specialist.

01 (b) The commissioner shall approve youth suicide awareness and prevention 02 training provided under this section if the training is not less than two hours each year, 03 meets standards for professional continuing education credit in the state, and is 04 periodically reviewed by a qualified person or committee for consistency with 05 generally accepted principles of youth suicide awareness and prevention. The training 06 may be offered through videoconferencing or an individual program of study of 07 designated materials. 08 (c) A person may not bring a civil action for damages against the state or a 09 school district, or an officer, agent, or employee of the state or a school district for a 10 death, personal injury, or property damage that results from an act or omission in 11 performing or failing to perform activities or duties authorized under this section. This 12 subsection does not apply to a civil action for damages as a result of intentional 13 misconduct with complete disregard for the safety and property of others. In this 14 subsection, "school district" has the meaning given "district" in AS 14.17.990. 15 (d) The training provided or the failure to provide training under this section 16 may not be construed to impose a specific duty of care on any person.
