00 HOUSE BILL NO. 308 01 "An Act directing a subsidiary of the Alaska Housing Finance Corporation to conduct a 02 study of a natural gas pipeline from Cook Inlet to Fairbanks." 03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. The uncodified law of the State of Alaska is amended by adding a new section 05 to read: 06 NATURAL GAS PIPELINE STUDY. The subsidiary corporation of the Alaska 07 Housing Finance Corporation created under AS 18.56.086 for the purpose of planning, 08 constructing, and financing in-state natural gas pipeline projects or aiding those projects shall 09 conduct a study of a natural gas pipeline from the Cook Inlet natural gas reserves to 10 Fairbanks. In conducting the study, the corporation shall review existing studies and data 11 regarding a natural gas pipeline from the Cook Inlet natural gas reserves to Fairbanks and 12 present its findings to the legislature not later than December 31, 2012. The corporation shall 13 include in its study 14 (1) an analysis of possible routes that use state land and existing state highway
01 and railroad rights-of-way to the maximum extent feasible; 02 (2) an analysis of the economic feasibility of possible routes; 03 (3) a finding as to which route makes natural gas available to residents at the 04 lowest possible cost; 05 (4) a finding as to which route will accommodate connecting lines to deliver 06 natural gas to the greatest number of industrial, residential, and utility customers along the 07 route and to other regions of the state at commercially feasible rates. 08 * Sec. 2. Section 1 of this Act is repealed January 1, 2013.
