00 CS FOR HOUSE BILL NO. 216(STA) 01 "An Act relating to deadlines in bills directing the adoption of regulations and to the 02 informative summary required for the proposed adoption, amendment, or repeal of a 03 regulation." 04 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 05 * Section 1. AS 24.08 is amended by adding a new section to read: 06 Sec. 24.08.045. Bills authorizing regulations. A bill that directs an agency to 07 adopt regulations must set a specific time by which the regulations must be adopted. 08 * Sec. 2. AS 44.62.200(a) is amended to read: 09 (a) The notice of proposed adoption, amendment, or repeal of a regulation 10 must include 11 (1) a statement of the time, place, and nature of proceedings for 12 adoption, amendment, or repeal of the regulation; 13 (2) reference to the authority under which the regulation is proposed 14 and a reference to the particular code section or other provisions of law that are being

01 implemented, interpreted, or made specific; 02 (3) an informative summary of the proposed subject of agency action; 03 if the proposed agency action is to amend or repeal an existing regulation, the 04 informative summary must also describe how the amendment or repeal will 05 change the existing regulation; the informative summary shall be written in clear, 06 easily readable language that a person without a legal background is able to 07 understand without following Internet links to the Alaska Administrative Code; 08 (4) other matters prescribed by a statute applicable to the specific 09 agency or to the specific regulation or class of regulations; 10 (5) a summary of the fiscal information required to be prepared under 11 AS 44.62.195. 12 * Sec. 3. The uncodified law of the State of Alaska is amended by adding a new section to 13 read: 14 APPLICABILITY. AS 24.08.045, enacted by sec. 1 of this Act, applies to bills that 15 are filed on or after the effective date of this Act.
