00 HOUSE BILL NO. 143 01 "An Act providing an increase and an inflation adjustment to the base student 02 allocation used in the formula for state funding of public education; requiring a review 03 and recommendation for future adjustments to the base student allocation; and 04 providing for an effective date." 05 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 06 * Section 1. AS 14.17.470 is amended to read: 07 Sec. 14.17.470. Base student allocation. The base student allocation is $5,838 08 [$5,680]. 09 * Sec. 2. The uncodified law of the State of Alaska is amended by adding a new section to 10 read: 11 BASE STUDENT ALLOCATION; ADJUSTMENT; STUDY AND 12 RECOMMENDATIONS. The Department of Education and Early Development shall, for 13 fiscal years 2013 and 2014, 14 (1) annually adjust the base student allocation to reflect an inflation

01 adjustment based on the Consumer Price Index for all urban consumers for the Anchorage 02 metropolitan area compiled by the Bureau of Labor Statistics, United States Department of 03 Labor; the index for January 2010 is the reference base index; 04 (2) conduct a review of the actual changes in educational cost per student for 05 each district; and 06 (3) on or before January 10, 2014, provide a recommendation to the 28th 07 Legislature for the amount and adjustment of the base student allocation beginning in fiscal 08 year 2015. 09 * Sec. 3. This Act takes effect July 1, 2011.
