00Enrolled HR 13 01 Encouraging the repeal of the Anchorage Vehicle Inspection and Management Program. 02 _______________ 03 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES: 04 WHEREAS, in 1985, the Anchorage Assembly and Fairbanks North Star Borough 05 Assembly implemented vehicle inspection and management programs in response to air 06 quality concerns regarding excessive amounts of carbon monoxide; and 07 WHEREAS the Anchorage and Fairbanks programs required annual testing of 08 automobile emissions to ensure that air quality levels in Anchorage and Fairbanks would be in 09 compliance with standards imposed by the United States Environmental Protection Agency; 10 and 11 WHEREAS, in response to substantially lowered levels of carbon monoxide, the 12 programs were amended in 1995 to require only biennial emissions testing; and 13 WHEREAS Fairbanks emissions levels have been in compliance with state and 14 federal air quality regulations since 2000, and Anchorage has not exceeded air quality 15 standards since 1996; and 16 WHEREAS advancements in automotive technology have significantly reduced 17 emissions in newer automobiles, thereby negating the need for the Anchorage and Fairbanks

01 vehicle inspection and management programs; and 02 WHEREAS the cost of inspection and repairs imposes an unnecessary burden on 03 vehicle owners; and 04 WHEREAS, in November 2007, the Anchorage Assembly determined that the 05 program was no longer necessary and voted to end the program, effective January 1, 2010; 06 and 07 WHEREAS the Fairbanks North Star Borough Assembly also voted to terminate the 08 program at the end of the 25-year tenure of the program; and 09 WHEREAS, in July 2008, in spite of public protest, the Anchorage Assembly 10 rescinded its 2007 decision and reinstated the vehicle inspection and management program; 11 BE IT RESOLVED that the House of Representatives requests that the Anchorage 12 Assembly rescind its decision to reinstate the vehicle inspection and management program 13 and encourages the repeal of the program because the program imposes an unnecessary 14 burden on motorists. 15 COPIES of this resolution shall be sent to the Honorable Daniel A. Sullivan, Mayor 16 of the Municipality of Anchorage, and to each member of the Anchorage Assembly.
