00 HOUSE BILL NO. 406 01 "An Act providing for the waiver of fees and charges in state parks for residents who 02 are veterans or 65 years of age or older." 03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. AS 41.21.026(a) is amended to read: 05 (a) Notwithstanding (b) of this section and except as provided in (d) and (f) 06 of this section, the department may charge or collect a fee in a park unit for 07 (1) rental of public use cabins or other overnight lodgings; 08 (2) overnight use of a developed campsite; 09 (3) special park use permits; 10 (4) competitive and exclusive commercial use permits; 11 (5) noncompetitive and nonexclusive commercial use permits; 12 (6) use of a sewage holding tank dump station; 13 (7) admission to or guided tours of visitor centers and historic sites; 14 (8) use of an improved boat ramp in a park facility developed

01 principally for boat launching; 02 (9) sale of firewood; 03 (10) sale of merchandise for informational or educational purposes 04 related to public use and understanding of parks, including maps, plans, and other 05 graphic materials; 06 (11) use of a developed facility that has developed parking and rest 07 rooms; and 08 (12) presentation or attendance at programs related to natural or 09 cultural history, outdoor skills or education, or other topics concerned with public use, 10 enjoyment, or understanding of parks. 11 * Sec. 2. AS 41.21.026(d) is amended to read: 12 (d) The department shall issue free of charge to a disabled veteran who is not 13 a resident of this state [VETERANS OF THIS COUNTRY] an annual state park 14 developed campsite permit. The permit shall allow the [A] disabled veteran to use a 15 state park developed campsite for personal recreation use without a charge or fee 16 under (a)(2) of this section. While utilizing a developed campsite without charge under 17 this subsection, the disabled veteran shall comply with all other statutes or regulations 18 pertaining to the use of the developed campsite. The department shall provide a form 19 for use by a disabled veteran when applying for a permit under this section. Not later 20 than February 1 of each year, the department shall prepare a report on the number of 21 permits issued to disabled veterans under this subsection during the previous calendar 22 year and notify the legislature that the report is available. 23 * Sec. 3. AS 41.21.026(e) is amended to read: 24 (e) In this section, 25 (1) "developed campsite" means a campsite having access to the 26 following public facilities: 27 (A) [(1)] restrooms; 28 (B) [(2)] a picnic table; 29 (C) [(3)] an outdoor cooking facility; and 30 (D) [(4)] an approved water source; 31 (2) "veteran" has the meaning given in AS 38.05.067.

01 * Sec. 4. AS 41.21.026 is amended by adding a new subsection to read: 02 (f) The department may not charge or collect a fee under (a)(1) of this section 03 from a resident who is 04 (1) a veteran; or 05 (2) an individual who is 65 years of age or older.
