00 HOUSE BILL NO. 319 01 "An Act relating to firearms." 02 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 03 * Section 1. AS 18.65.725 is amended by adding new subsections to read: 04 (e) The department shall provide a permittee with notice of expiration by first 05 class mail at least 90 days before expiration of the permit. 06 (f) Notwithstanding AS 18.65.705(3), a permittee does not become ineligible 07 to hold a permit, and need not return or surrender a permit, when ceasing to be a 08 resident of the state, and the department may not require a permittee to return or 09 surrender a permit because a permittee ceases to be a resident of the state. However, a 10 permittee may not renew a permit if the permittee is not a resident of the state at the 11 time of renewal. 12 * Sec. 2. AS 18.65.760(a) is amended to read: 13 (a) The holder of a permit issued under AS 18.65.700 - 18.65.790 may not 14 (1) alter the permit; 15 (2) allow another person to use the permit;

01 (3) possess or display a suspended or revoked permit; or 02 (4) represent or display an expired permit as if the permit were 03 valid, unless the holder has submitted a complete, timely renewal form under 04 AS 18.65.725 and the renewal process has been delayed due to circumstances not 05 under the control of the applicant; this paragraph does not require a holder to 06 return or surrender a permit upon its expiration, nor may the department 07 require a holder to return or surrender a permit upon its expiration. 08 * Sec. 3. AS 18.65 is amended by adding a new section to article 11 to read: 09 Sec. 18.65.810. Execution of federal firearms forms. (a) The chief 10 administrative officer of a municipal police department for a person who resides in the 11 municipality and the head of the Alaska state troopers for a person who resides in the 12 state but does not reside in a municipality with a police department shall execute 13 within 30 days federal firearms forms required to be submitted by the person as a 14 transferee of a firearm if the person is qualified under state law to possess the firearm. 15 (b) In this section, "chief administrative officer" has the meaning given in 16 AS 18.65.290.
