00 SENATE CS FOR HOUSE BILL NO. 162(RES) 01 "An Act establishing the Southeast State Forest and relating to the Southeast State 02 Forest; and providing for an effective date." 03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. AS 41.17 is amended by adding a new section to read: 05 Sec. 41.17.500. Southeast State Forest. (a) Subject to valid existing rights, 06 the state-owned or acquired land and water lying within the parcels described in (d) of 07 this section is designated as the Southeast State Forest. 08 (b) The commissioner shall prepare a management plan for the Southeast State 09 Forest under AS 41.17.230. 10 (c) The commissioner may establish transportation corridors within the 11 Southeast State Forest. 12 (d) The Southeast State Forest includes the state-owned or acquired land 13 within the following described parcels: 14 (1) Township 62 South, Range 84 East, Copper River Meridian

If new municipalities are incorporated before June 30, 2019, and lands
01 designated in (d) of this section are within their boundaries, those lands that were 02 classified as vacant, unappropriated, unreserved state land before establishment of the 03 Southeast State Forest shall be used to calculate the municipal entitlement acreage 04 under AS 29.65.030 but may not be selected. 05 * Sec. 2. The uncodified law of the State of Alaska is amended by adding a new section to 06 read: 07 TRANSITIONS: REGULATIONS. The Department of Natural Resources may 08 immediately adopt regulations necessary to implement the change made by sec. 1 of this Act. 09 The regulations take effect under AS 44.62 (Administrative Procedure Act), but not before 10 July 1, 2010. 11 * Sec. 3. Section 2 of this Act takes effect immediately under AS 01.10.070(c). 12 * Sec. 4. Except as provided in sec. 3 of this Act, this Act takes effective July 1, 2010.
