01 "An Act requiring the commissioner of natural resources to take all action necessary to                                 
02 protect natural resource development as an economically necessary activity and part of                                  
03 the heritage of the state and to take and publicize positions in certain matters."                                      
04 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
05    * Section 1. AS 38.05.020 is amended by adding a new subsection to read:                                           
06            (c)  The commissioner shall take any necessary action to protect natural                                     
07       resource development as an economically necessary activity and a part of the heritage                             
08       of the state. The commissioner shall develop a position statement and publicize the                               
09       position of the department on a federal regulation, a regulation of another state agency,                         
10       a federal administrative order, an administrative order of another agency of the state, a                         
11       ballot initiative, a municipal ordinance, or other state, federal, or municipal action that                       
12       may impede the development of the natural resources of the state.
