01 "An Act making special appropriations to fund the access-to-education trust; and                                        
02 providing for an effective date."                                                                                       
03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
04    * Section 1.  The sum of $20,000,000 is appropriated from the education loan fund                                  
05 (AS 14.42.210) to the access-to-education trust (AS 37.14.900) for the purpose of capitalizing                          
06 the trust.                                                                                                              
07    * Sec. 2.  LAPSE. The appropriation made by sec. 1 of this Act capitalizes a trust and does                        
08 not lapse under AS 37.25.010.                                                                                           
09    * Sec. 3. CONDITIONAL EFFECT. The appropriation made by sec. 1 of this Act takes                                   
10 effect only if an Act enacted by the Twenty-Fifth Alaska State Legislature establishing the                             
11 access-to-education trust becomes law.                                                                                  
12    * Sec. 4. This Act takes effect July 1, 2007.
