SB 20: "An Act relating to disclosure to the Alaska Public Offices Commission of information about certain income received as compensation for personal services by legislators, public members of the Select Committee on Legislative Ethics, and legislative directors subject to the Legislative Ethics Act; and providing for an effective date."

00 SENATE BILL NO. 20 01 "An Act relating to disclosure to the Alaska Public Offices Commission of information 02 about certain income received as compensation for personal services by legislators, 03 public members of the Select Committee on Legislative Ethics, and legislative directors 04 subject to the Legislative Ethics Act; and providing for an effective date." 05 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 06 * Section 1. AS 24.60.200 is amended to read: 07 Sec. 24.60.200. Financial disclosure by legislators, public members of the 08 committee, and legislative directors. A legislator, a public member of the committee, 09 and a legislative director shall file a disclosure statement, under oath and on penalty of 10 perjury, with the Alaska Public Offices Commission giving the following information 11 about the income received by the discloser, the discloser's spouse or domestic partner, 12 the discloser's dependent children, and the discloser's nondependent children who are 13 living with the discloser: 14 (1) the information that a public official is required to report under

01 AS 39.50.030, other than information about gifts; 02 (2) as to income in excess of $1,000 received as compensation for 03 personal services, and as to a dividend received from a limited liability company 04 as compensation for personal services, the name and address of the source of the 05 income, and a statement describing 06 (A) the nature of the services performed, with sufficient 07 description to make clear to a person of ordinary understanding the 08 specific services performed, unless those services require the issuance of a 09 state or federal professional license; 10 (B) the approximate total number of hours that have been 11 spent or will be spent performing the services; and 12 (C) the amount of income received from the source, if the [; 13 IF THE SOURCE OF INCOME IS KNOWN OR REASONABLY SHOULD 14 BE KNOWN TO HAVE A SUBSTANTIAL INTEREST IN LEGISLATIVE, 15 ADMINISTRATIVE, OR POLITICAL ACTION AND THE] recipient of the 16 income is a legislator or legislative director [, THE AMOUNT OF INCOME 17 RECEIVED FROM THE SOURCE SHALL BE DISCLOSED]; 18 (3) as to each loan or loan guarantee over $1,000 from a source with a 19 substantial interest in legislative, administrative, or political action, the name and 20 address of the person making the loan or guarantee, the amount of the loan, the terms 21 and conditions under which the loan or guarantee was given, the amount outstanding 22 at the time of filing, and whether or not a written loan agreement exists. 23 * Sec. 2. AS 24.60.990(a) is amended by adding a new paragraph to read: 24 (17) "professional license" means a license required for a profession 25 regulated by the federal government or by a state. 26 * Sec. 3. This Act takes effect July 1, 2007.
