00 SENATE BILL NO. 7 01 "An Act relating to the voting rights of felons." 02 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 03 * Section 1. AS 15.05.030 is amended to read: 04 Sec. 15.05.030. Loss and restoration of voting rights. (a) A person convicted 05 of a crime that constitutes a felony involving moral turpitude under state or federal law 06 may not vote in a state, federal, or municipal election while incarcerated for that 07 crime [FROM THE DATE OF THE CONVICTION THROUGH THE DATE OF 08 THE UNCONDITIONAL DISCHARGE OF THE PERSON]. Upon release from 09 incarceration [THE UNCONDITIONAL DISCHARGE], the person may register 10 under AS 15.07. 11 (b) The commissioner of corrections shall establish procedures by which a 12 person released from incarceration [UNCONDITIONALLY DISCHARGED] is 13 advised of the voter registration requirements and procedures. 14 * Sec. 2. AS 15.07.135 is amended to read: 15 Sec. 15.07.135. Cancellation of registration of convicted persons. (a) The

01 director shall make reasonable efforts to obtain the names of persons convicted of a 02 felony involving moral turpitude and incarcerated for that crime. Promptly after 03 receipt of evidence satisfactory to the director that a person has been convicted of a 04 felony involving moral turpitude and incarcerated for that crime, the director shall 05 cancel the registration of the person. 06 (b) Upon presenting proof that a person whose registration was canceled under 07 (a) of this section has been released from incarceration [UNCONDITIONALLY 08 DISCHARGED FROM CUSTODY], the person may register. The director shall make 09 reasonable efforts to verify the release from incarceration [UNCONDITIONAL 10 DISCHARGE] of persons applying for registration under this subsection. 11 * Sec. 3. AS 33.30.241(a) is amended to read: 12 (a) A person who is convicted of a felony involving moral turpitude as defined 13 in AS 15.60.010 is disqualified from voting in a state or municipal election while the 14 person is incarcerated for that crime [UNTIL THE PERSON'S 15 UNCONDITIONAL DISCHARGE]. 16 * Sec. 4. AS 15.60.010(39) is repealed.
