00 HOUSE BILL NO. 404 01 "An Act establishing an Alaska Renewable Energy Task Force." 02 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 03 * Section 1. The uncodified law of the State of Alaska is amended by adding a new section 04 to read: 05 FINDINGS. The legislature finds that 06 (1) energy issues are among the most critical issues in the state; and 07 (2) a thorough assessment of present and future state energy needs and 08 requirements is necessary. 09 * Sec. 2. The uncodified law of the State of Alaska is amended by adding a new section to 10 read: 11 ALASKA RENEWABLE ENERGY TASK FORCE. (a) There is established in the 12 legislative branch of state government the Alaska Renewable Energy Task Force. The task 13 force consists of 15 voting members appointed as follows: 14 (1) The speaker of the house of representatives shall appoint 15 (A) four members from the house of representatives;

01 (B) one member from the Department of Natural Resources; 02 (C) one member from the Alaska Energy Authority; 03 (D) one member from the Denali Commission; 04 (E) one member from the University of Alaska; 05 (F) one member from the Alaska Housing Finance Corporation; 06 (G) one member from the Alaska Power Association; 07 (H) one member from the Alaska Village Electric Cooperative; 08 (2) The president of the senate shall appoint four members from the senate. 09 (b) The chair of the task force shall be a legislative member selected by a majority 10 vote of the members of the task force. The staff of the members who are legislators shall serve 11 as staff to the task force. 12 (c) The task force shall prepare a report that includes recommendations that 13 (1) address existing research on the costs and benefits of renewable energy; 14 (2) consider what types of energy development are best suited to different 15 regions of the state; 16 (3) identify and assess programs within the state that can provide information 17 on renewable energy; and 18 (4) address which programs are most feasible to generate investment in 19 individual regions of the state. 20 (d) Members of the task force are entitled to transportation expenses and per diem 21 authorized for members of boards and commissions under AS 39.20.180. 22 (e) The task force shall meet at least four times. The task force may meet in 23 communities in the state that are using or considering sources of renewable energy. 24 (f) The task force shall submit written reports of its findings and recommendations to 25 the legislature 26 (1) before March 1, 2009; and 27 (2) before March 1, 2010. 28 * Sec. 3. Sections 1 and 2 of this Act are repealed and the Alaska Renewable Energy Task 29 Force is dissolved on April 16, 2010.
