01 "An Act appropriating $100,000,000 to the Alaska achievers' scholarship fund; and                                       
02 providing for an effective date."                                                                                       
03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
04    * Section 1. The sum of $100,000,000 is appropriated from the general fund to the Alaska                           
05 achievers' scholarship fund (AS 14.33.195) to capitalize an endowment scholarship fund.                                 
06    * Sec. 2. The appropriation made by sec. 1 of this Act is for the capitalization of an                             
07 endowment fund and does not lapse.                                                                                      
08    * Sec. 3. The uncodified law of the State of Alaska is amended by adding a new section to                          
09 read:                                                                                                                   
10       CONDITIONAL EFFECT. The appropriation made by sec. 1 of this Act takes effect                                     
11 only if an Act enacted by the Twenty-Fifth Alaska State Legislature establishing the Alaska                             
12 achievers' scholarship fund becomes law.                                                                                
13    * Sec. 4. If this Act takes effect under sec. 3 of this Act, it takes effect July 1, 2008.
