00 HOUSE BILL NO. 351 01 "An Act relating to submission of fingerprints by applicants for a concealed handgun 02 permit; and providing for an effective date." 03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. AS 18.65.700(a) is amended to read: 05 (a) The department shall issue a permit to carry a concealed handgun to a 06 person who 07 (1) applies in person at an office of the Alaska State Troopers; 08 (2) qualifies under AS 18.65.705; 09 (3) submits a completed application on a form provided by the 10 department, that provides the information required under AS 18.65.705 and 18.65.710; 11 with each application form provided by the department, the department shall provide a 12 copy of the state laws and regulations relating to concealed handguns, which must 13 include a concise summary of where, when, and by whom a handgun can be carried 14 under state and federal law;

01 (4) submits one [TWO] complete set [SETS] of fingerprints on a 02 Federal Bureau of Investigation approved fingerprint card [CARDS] that is [ARE] of 03 sufficient quality so that the fingerprints may be processed; the fingerprints must be 04 taken by a person, group, or agency approved by the department; the department shall 05 maintain a list of persons, groups, or agencies approved to take fingerprints and shall 06 provide the list to the public upon request; the fingerprints shall be used to obtain a 07 report of criminal justice information under AS 12.62 and a national criminal history 08 record check under AS 12.62.400; 09 (5) submits evidence of successful completion of a handgun course as 10 provided in AS 18.65.715; 11 (6) provides one frontal view color photograph of the person taken 12 within the preceding 30 days that includes the head and shoulders of the person and is 13 of a size specified by the department; 14 (7) shows a valid Alaska driver's license or identification card at the 15 time of application; 16 (8) does not suffer a physical infirmity that prevents the safe handling 17 of a handgun; and 18 (9) pays the application fee required by AS 18.65.720. 19 * Sec. 2. This Act takes effect immediately under AS 01.10.070(c).
