AS 15.13.072(d) is repealed and reenacted to read: 05 (d) While the legislature is convened in a regular or special legislative session, 06 a legislator or legislative employee may not solicit or accept a contribution to be used 07 for the purpose of influencing the outcome of an election under this chapter unless 08 (1) it is an election in which the legislator or legislative employee is a 09 candidate and the contribution is for that legislator's or legislative employee's 10 campaign; 11 (2) the solicitation or acceptance occurs during the 90 days 12 immediately preceding that election; and 13 (3) the solicitation or acceptance occurs in a place other than the 14 capital city or a municipality in which the legislature is convened in special session if

01 the legislature is convened in a municipality other than the capital city. 02 * Sec. 2. AS 24.60.031(a) is amended to read: 03 (a) A [LEGISLATOR OR] legislative employee may not 04 (1) on a day when either house of the legislature is in regular or special 05 session, solicit or accept a contribution or a promise or pledge to make a contribution 06 for a campaign for state or municipal office [THE STATE LEGISLATURE]; 07 however, a [LEGISLATOR OR] legislative employee may, except in the capital city 08 or in the municipality in which the legislature is convened in special session if the 09 legislature is convened in a municipality other than the capital city, solicit or 10 accept a contribution, promise, or pledge for a campaign for state or municipal office 11 [THE STATE LEGISLATURE] that occurs during the 90 days immediately preceding 12 the [AN] election for that office; or 13 (2) accept money from an event held on a day when either house of the 14 legislature is in regular or special session if a substantial purpose of the event is to 15 raise money on behalf of the [MEMBER OR] legislative employee for [STATE 16 LEGISLATIVE] political purposes; however, this paragraph does not prohibit a 17 [LEGISLATOR OR] legislative employee from accepting money from an event held 18 in a place other than the capital city or a municipality in which the legislature is 19 convened in special session if the legislature is convened in a municipality other 20 than the capital city during the 90 days immediately preceding an election for state 21 or municipal public office in which the legislative employee is a candidate [; OR 22 (3) IN A CAMPAIGN FOR THE STATE LEGISLATURE, EXPEND 23 MONEY THAT WAS RAISED ON A DAY WHEN EITHER HOUSE OF THE 24 LEGISLATURE WAS IN A LEGISLATIVE SESSION BY OR ON BEHALF OF A 25 LEGISLATOR UNDER A DECLARATION OF CANDIDACY OR A GENERAL 26 LETTER OF INTENT TO BECOME A CANDIDATE FOR PUBLIC OFFICE; 27 HOWEVER, THIS PARAGRAPH DOES NOT APPLY TO MONEY RAISED IN A 28 PLACE OTHER THAN THE CAPITAL CITY DURING THE 90 DAYS 29 IMMEDIATELY PRECEDING AN ELECTION]. 30 * Sec. 3. AS 24.60.031 is amended by adding a new subsection to read: 31 (c) A legislator may not

01 (1) on a day when either house of the legislature is in regular or special 02 session, solicit or accept a contribution or a promise or pledge to make a contribution 03 (A) for the legislator's own campaign for state or municipal 04 public office, unless the solicitation, acceptance, promise, or pledge occurs in a 05 place other than the capital city or a municipality in which the legislature is 06 convened in special session if the legislature is convened in a municipality 07 other than the capital city during the 90 days immediately preceding the 08 election in which the legislator is a candidate; 09 (B) for another candidate in an election for municipal, state, or 10 federal office; 11 (C) to influence a state ballot proposition or question; or 12 (D) for a political party; 13 (2) accept money from an event held on a day when either house of the 14 legislature is in regular or special session if a substantial purpose of the event is to 15 raise money on behalf of the legislator's campaign for state or municipal public office; 16 however, this paragraph does not prohibit a legislator from accepting money from an 17 event held in a place other than the capital city or a municipality in which the 18 legislature is convened in special session if the legislature is convened in a 19 municipality other than the capital city during the 90 days immediately preceding a 20 state or municipal election in which the legislator is a candidate; or 21 (3) in a campaign for state or municipal office, expend money that was 22 raised on a day when either house of the legislature was in a legislative session by or 23 on behalf of a legislator under a declaration of candidacy or a general letter of intent to 24 become a candidate for public office; however, this paragraph does not apply to 25 money raised in a place other than the capital city or a municipality in which the 26 legislature is convened in special session if the legislature is convened in a 27 municipality other than the capital city during the 90 days immediately preceding an 28 election in which the legislator is a candidate. 29 * Sec. 4. This Act takes effect immediately under AS 01.10.070(c).
