00 HOUSE BILL NO. 269 01 "An Act requiring the state to procure United States and Alaska flags manufactured in 02 the United States; and requiring state buildings and schools to display only United 03 States and Alaska flags manufactured in the United States." 04 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 05 * Section 1. AS 14.03.130 is amended by adding a new subsection to read: 06 (c) The flags displayed as required by this section must be manufactured in the 07 United States, as that phrase is defined in AS 36.30.321. 08 * Sec. 2. AS 15.15.060(c) is amended to read: 09 (c) The director shall pay the cost of necessary election expenses incurred in 10 securing a place for holding the election, a suitable ballot box, and an adequate 11 number of voting booths, screens, national flags, and other supplies. The national flag 12 shall be displayed over or near the entrance of each polling place. A flag that is 13 displayed as required by this subsection must be manufactured in the United 14 States, as that phrase is defined in AS 36.30.321.

01 * Sec. 3. AS 36.30 is amended by adding a new section to article 4 to read: 02 Sec. 36.30.321. United States manufactured flags. The state shall procure 03 only United States flags or Alaska flags that are manufactured in the United States. A 04 contract for the procurement of a flag by the state must specify that the flag must be 05 manufactured in the United States. In this section, "manufactured in the United States" 06 means 07 (1) the flag consists of raw material grown or manufactured in the 08 United States; 09 (2) the raw material was woven or processed into fabric in, and the 10 fabric was dyed, bleached, or otherwise processed in, the United States; and 11 (3) the fabric was cut, assembled, sewn, finished, and packaged in 12 facilities in the United States. 13 * Sec. 4. AS 44.09.030 is amended by adding a new subsection to read: 14 (d) The flags displayed under (b) of this section must be manufactured in the 15 United States, as that phrase is defined in AS 36.30.321. 16 * Sec. 5. The uncodified law of the State of Alaska is amended by adding a new section to 17 read: 18 APPLICABILITY. This Act applies to the purchase or display of a United States or 19 Alaska flag on or after the effective date of this Act.
