01 "An Act making special appropriations to fund the access-to-education trust; and                                        
02 providing for an effective date."                                                                                       
03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
04    * Section 1. The sum of $20,000,000 is appropriated from the education loan fund                                   
05 (AS 14.42.210) to the access-to-education trust (AS 37.14.900) for the purpose of capitalizing                          
06 the trust.                                                                                                              
07    * Sec. 2. The sum of $3,000,000 is appropriated from the general fund to the access-to-                            
08 education trust (AS 37.14.900) for the purpose of capitalizing the trust.                                               
09    * Sec. 3. LAPSE. The appropriations made by secs. 1 and 2 of this Act capitalize a trust and                       
10 do not lapse under AS 37.25.010.                                                                                        
11    * Sec. 4. CONDITIONAL EFFECT. The appropriations made by secs. 1 and 2 of this Act                                 
12 take effect only if an Act enacted by the Twenty-Fifth Alaska State Legislature establishing                            
13 the access-to-education trust becomes law.                                                                              
14    * Sec. 5. This Act takes effect July 1, 2007.
