00 SENATE BILL NO. 283 01 "An Act relating to the Energy Task Force; and providing for an effective date." 02 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 03 * Section 1. The uncodified law of the State of Alaska is amended by adding a new section 04 to read: 05 ENERGY TASK FORCE. (a) The directors of the Alaska Energy Authority shall 06 appoint members to an Energy Task Force. The members shall include experts on energy 07 issues, representatives of businesses involved in supplying energy, and members who 08 represent local governments and public consumers. The Alaska Energy Authority shall 09 provide staff support and administrative services to the task force. Members of the task force 10 do not receive compensation, but are entitled to per diem and travel expenses authorized for 11 boards and commissions under AS 39.20.180. 12 (b) The Energy Task Force shall examine 13 (1) energy requirements of communities in the state, with emphasis on 14 electrical generation; 15 (2) home heating needs in the state;

01 (3) the ways that residents heat their homes and the methods and fuel sources 02 used to provide that heat; 03 (4) the methods by which electrical energy is provided to the homes and 04 communities in the state; 05 (5) the methods by which heating fuels are provided to the homes in the state; 06 (6) all federal, state, and local energy programs available for aiding residents 07 and communities in obtaining energy and home heating, as well as programs for developing, 08 improving, or enhancing energy generation, energy transmission, and home heating; 09 (7) all variables that affect the cost of heating homes, including sources of 10 fuel, cost of fuel, cost of fuel delivery, transportation issues, geographic differences, and 11 meteorological differences; 12 (8) all variables that affect the cost of delivering energy to homes and 13 communities, with emphasis on electrical generation, including sources of energy generation, 14 cost of fuel, cost of fuel delivery, transportation and transmission issues, geographic 15 differences, and meteorological differences. 16 (c) The Energy Task Force shall investigate and identify incentives for communities 17 to conserve energy and to develop alternative energy sources. The task force shall evaluate the 18 merits of establishing a single, integrated, fair, universal, statewide energy policy with a 19 single program to ensure that all communities in the state have safe, reliable, and affordable 20 power and heat. 21 (d) The Energy Task Force shall submit a report to the legislature by January 3, 2007, 22 summarizing its findings and recommendations, including recommendations for 23 (1) one or more alternatives for achieving more efficient, cost-effective 24 delivery of heat and energy to residents and communities in the state; 25 (2) statutory, regulatory, organizational, and management changes that would 26 be necessary to carry out its recommendations. 27 (e) The Energy Task Force is terminated June 1, 2007. 28 * Sec. 2. This Act takes effect immediately under AS 01.10.070(c).
