00 SENATE BILL NO. 42 01 "An Act extending the reporting date for and the termination date of the Task Force on 02 Naturopathic Scope of Practice; and providing for an effective date." 03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. The uncodified law of the State of Alaska enacted in sec. 2, ch. 78, SLA 2004, 05 is amended to read: 06 Sec. 2. TASK FORCE ON NATUROPATHIC SCOPE OF PRACTICE. (a) 07 There is established in the legislative branch the Task Force on Naturopathic Scope of 08 Practice to address 09 (1) the comparable level of education and training of naturopaths and 10 medical doctors; 11 (2) the appropriate scope of practice relating to the use of legend or 12 prescription drugs by naturopaths; 13 (3) the appropriate scope of practice for non-pharmacological 14 treatments by naturopaths, including minor surgery;

01 (4) the structure and operations of collaborative protocols and 02 agreements; 03 (5) issues related to joint liability between collaborating practitioners; 04 and 05 (6) other issues determined to be relevant by members of the task 06 force. 07 (b) The task force established under (a) of this section shall consist of nine 08 voting members. One member shall be a state senator appointed by the president of the 09 senate, and one member shall be a state representative appointed by the speaker of the 10 house of representatives. Seven members shall be appointed jointly by the president 11 of the senate and speaker of the house of representatives, as follows: 12 (1) one member who is a member of the Alaska State Medical 13 Association; 14 (2) one member who is a member of the Alaska Pharmacist 15 Association; 16 (3) one member of the Alaska State Medical Board; 17 (4) one member representing nurse practitioners; 18 (5) one member who is an employee of the Department of Commerce, 19 Community, and Economic Development, division of occupational licensing; 20 (6) two members who are licensed to practice naturopathy in the state. 21 (c) The task force established under (a) of this section 22 (1) may begin work immediately upon the appointment of its full 23 voting membership and shall meet at least three times telephonically or in person; 24 (2) shall hold public hearings and may perform research related to its 25 work; 26 (3) may meet during the interim and vote telephonically; 27 (4) shall report its written findings and give a copy of proposed 28 legislation and other recommendations to the legislature before December 1, 2005 29 [2004]; and 30 (5) is terminated on February 1, 2006 [2005]. 31 * Sec. 2. This Act takes effect immediately under AS 01.10.070(c).
