00 HOUSE CONCURRENT RESOLUTION NO. 25 01 Supporting consistent regulation of district and statewide correspondence programs; 02 and encouraging the Department of Education and Early Development to remove 03 student allotment restrictions on all correspondence students. 04 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 05 WHEREAS the Department of Education and Early Development monitors and 06 regulates correspondence programs operated by a school district for students residing in a 07 district less than those programs available statewide; and 08 WHEREAS student allotments of public education money are currently restricted for 09 statewide correspondence programs in a way that they are not restricted for district only 10 correspondence programs; and 11 WHEREAS more than 8,000 students are affected by the disparity in regulation of 12 correspondence programs; 13 BE IT RESOLVED that the Alaska State Legislature disapproves of the disparity in 14 the regulation of correspondence programs in the state; and be it 15 FURTHER RESOLVED that the policy of the state is to regulate and monitor all

01 correspondence programs in the same fashion despite current differences in local school 02 district policies and procedures and in the residency of the students attending the program; 03 and be it 04 FURTHER RESOLVED that the legislature desires that the student allotment of 05 public education money be unrestricted except as provided in the Constitution of the State of 06 Alaska and in the Alaska Statutes. 07 COPIES of this resolution shall be sent to the Honorable Frank H. Murkowski, 08 Governor of Alaska; and the Honorable Roger Sampson, Commissioner, Department of 09 Education and Early Development.
