00 HOUSE BILL NO. 332 01 "An Act relating to school district personnel and salary enhancement for teachers who 02 obtain master's degrees; supporting parental involvement in schools through 03 employment of parental involvement coordinators; establishing a supplemental income 04 tax on oil revenue to support school district personnel; and creating an account titled 05 'Resource Revenue for Kids' in the general fund." 06 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 07 * Section 1. AS 14.03 is amended by adding a new section to read: 08 Sec. 14.03.118. Parental involvement coordinator. (a) Each school district 09 shall employ at least two persons at the administrative office of the school district to 10 serve as parental involvement coordinators for the district. One of the parental 11 involvement coordinators employed under this subsection may be assigned clerical 12 and support duties related to parental involvement coordination. The district may also 13 employ clerical staff necessary to support the work of the parental involvement

01 coordinators. 02 (b) In addition to the parental involvement coordinators employed under (a) of 03 this section, each school district shall employ one person for each 500 students 04 enrolled in the district or one person for each public school located in the district, 05 whichever is greater, to perform work to enhance parental involvement in district 06 schools. The district may assign the persons employed under this subsection to schools 07 with the greatest need. 08 (c) The department shall distribute funds to each school district for the costs 09 associated with employment of parental involvement coordinators, clerical support for 10 parental involvement coordinators, and additional staff employed under (a) and (b) of 11 this section from funds appropriated by the legislature. If the appropriation is 12 insufficient to pay all eligible costs under this section, the department shall distribute 13 the available funds on a pro rata basis. 14 (d) The funding appropriated for the payment of parental involvement 15 coordination under this section is in addition to the base student allocation under 16 AS 14.17.470. 17 (e) A school district is required to comply with the requirements of (a) and (b) 18 of this section only to the extent that funds have been appropriated to cover the cost of 19 meeting those requirements. 20 * Sec. 2. AS 14.17 is amended by adding a new section to read: 21 Sec. 14.17.485. Resource revenue for kids account. The resource revenue for 22 kids account is created as an account in the general fund. The legislature may 23 appropriate funds in the account and interest accrued on those funds to the department 24 of education and early development for supporting parental involvement in schools 25 under AS 14.03.118, for providing salary incentives for highly trained teachers under 26 AS 14.20.221, or for any other public purpose. 27 * Sec. 3. AS 14.20 is amended by adding a new section to read: 28 Sec. 14.20.221. Teacher salary bonus. (a) A school district shall pay an 29 annual bonus of a minimum of $5,000 to a teacher who is employed by the school 30 district full time for the school year and who teaches 31 (1) students in grades kindergarten through six and has acquired a

01 master's degree in general education; or 02 (2) seven through 12 and has acquired a master's degree in the specific 03 subject taught or a master's degree in education with an approved specialization in the 04 specific subject taught. 05 (b) The department shall distribute funds to school districts for payment of 06 teacher salary bonuses owed under this section from funds appropriated by the 07 legislature. If the appropriation is insufficient to pay all eligible teacher bonuses under 08 this section, the department shall distribute the available funds on a pro rata basis. 09 (c) The funding appropriated for the payment of teacher salary bonuses under 10 this section is in addition to the base student allocation under AS 14.17.470. 11 (d) A school district is required to comply with the requirements of (a) of this 12 section only to the extent that funds have been appropriated to cover the cost of 13 meeting those requirements. 14 (e) In this section, "school district" has the meaning given to "district" in 15 AS 14.17.990. 16 * Sec. 4. AS 43.20.011 is amended by adding a new subsection to read: 17 (g) In addition to the tax imposed under (e) of this section, a taxpayer engaged 18 in the production of oil from a lease or property in this state and whose business 19 income is subject to AS 43.20.072 shall pay an additional tax of one percent of the 20 taxpayer's taxable income. The department shall separately account for the revenue 21 obtained from the tax levied by this subsection in the account created under 22 AS 14.17.485.
