00 HOUSE BILL NO. 300 01 "An Act relating to the qualifications of the member of the Alaska Oil and Gas 02 Conservation Commission who need not be certified, trained, or experienced in either 03 the field of petroleum engineering or the field of petroleum geology." 04 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 05 * Section 1. AS 31.05.009 is amended to read: 06 Sec. 31.05.009. Qualifications of members. Members shall be qualified as 07 follows: 08 (1) one member shall be a petroleum engineer who 09 (A) holds a certificate of registration as an engineer under 10 AS 08.48 and, under regulations adopted to implement that chapter, has 11 qualified as a petroleum engineer; or 12 (B) has earned a degree from a university in the field of 13 engineering and has at least 10 years of professional subsurface experience in 14 the oil and gas industry in drilling, well operations, production process

01 operations, reservoir engineering, or a combination thereof; for the purposes of 02 this subparagraph, a person meets the requirement of earning a degree in the 03 field of engineering if the person obtains an undergraduate or graduate degree 04 in engineering that meets the requirements for program accreditation by the 05 Engineering Accreditation Commission of the Accreditation Board for 06 Engineering and Technology and the person completes university or industry 07 training specific to petroleum engineering that illustrates application of 08 engineering principles to the problems encountered and methods used in the 09 petroleum industry, including drilling, production, reservoir engineering, fluid 10 flow through subsurface formations, and hydrocarbon transportation; 11 (2) one member shall be a geologist who 12 (A) holds a certification as a professional geologist under 13 AS 08.02.011 and has professional experience in the field of petroleum 14 geology; or 15 (B) has earned a degree in the field of geology from a 16 university accredited in the field of geology and has a minimum of 10 years 17 professional experience in the field of petroleum geology; and 18 (3) one member who shall 19 (A) be an attorney licensed to practice law in the state and 20 have practiced law for a period of not less than three years; 21 (B) have received a four-year bachelor's degree in business 22 management from an accredited college or university and have not less 23 than two years of experience in business management; or 24 (C) have not less than six years of experience in business 25 management [NEED NOT BE CERTIFIED, TRAINED, OR 26 EXPERIENCED IN EITHER THE FIELD OF PETROLEUM 27 ENGINEERING OR THE FIELD OF PETROLEUM GEOLOGY].
