00 HOUSE BILL NO. 253 01 "An Act making appropriations from the Railbelt energy fund for preliminary 02 engineering reconnaissance and related work for construction of a natural gas spur line 03 to transport North Slope natural gas to the Southcentral natural gas transmission grid, 04 and to designated municipalities and electrical associations for a Railbelt intertie and an 05 electrical transmission system; and providing for an effective date." 06 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 07 * Section 1. The sum of $8,000,000 is appropriated from the Railbelt energy fund to the 08 Legislative Budget and Audit Committee for contracts with the Alaska Natural Gas 09 Development Authority for purposes described in AS 41.41.210. 10 * Sec. 2. The sum of $1,500,000 is appropriated from the Railbelt energy fund to the 11 Department of Commerce, Community, and Economic Development for payment as a grant 12 under AS 37.05.315 to the City of Seward for a Railbelt intertie and electrical transmission 13 system.

01 * Sec. 3. The sum of $9,500,000 is appropriated from the Railbelt energy fund to the 02 Department of Commerce, Community, and Economic Development for payment as a grant 03 under AS 37.05.316 to the Chugach Electric Association for a Railbelt intertie and electrical 04 transmission system between Anchorage and Cooper Landing. 05 * Sec. 4. The sum of $9,000,000 is appropriated from the Railbelt energy fund to the 06 Department of Commerce, Community, and Economic Development for payment as a grant 07 under AS 37.05.316 to the Homer Electric Association for a Railbelt intertie and electrical 08 transmission system between Cooper Landing and Soldotna. 09 * Sec. 5. The appropriations made by secs. 3 and 4 of this Act lapse June 30, 2010. 10 * Sec. 6. CONTINGENT EFFECT OF APPROPRIATION. Section 1 of this Act takes 11 effect only if the First Regular Session of the Twenty-Fourth Alaska Legislature approves a 12 version of an Act that enacts AS 41.41.210 or a similar provision authorizing the Alaska 13 Natural Gas Development Authority to use money appropriated from the Railbelt energy fund 14 to develop a gas transmission pipeline to deliver Alaska North Slope natural gas to the 15 Southcentral gas distribution grid, and the Act becomes law. 16 * Sec. 7. If, under sec. 6 of this Act, the appropriation made by sec. 1 of this Act becomes 17 law, sec. 1 of this Act takes effect on the effective date of the Act described in sec. 6 of this 18 Act.
