00 SENATE JOINT RESOLUTION NO. 2 01 Proposing an amendment to the Constitution of the State of Alaska relating to 02 subsistence use of fish and wildlife. 03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. Article VIII, Constitution of the State of Alaska, is amended by adding a new 05 section to read: 06 Section 19. Subsistence Use of Fish and Wildlife. (a) When the harvestable 07 surplus of a fish or wildlife population in a fish or wildlife management area is not 08 sufficient to provide for all beneficial uses of the population, lawful subsistence use of 09 the population is the highest priority beneficial use of the population in the fish or 10 wildlife management area where the insufficiency exists. 11 (b) Each resident of the State shall have, consistent with the sustained yield 12 principle and in accordance with law, a reasonable opportunity for subsistence use of 13 the harvestable surplus of a fish or wildlife population based on the resident's direct 14 use of the population as a component of sustenance and the resident's proximity to the 15 population. 16 * Sec. 2. The amendment proposed by this resolution shall be placed before the voters of

01 the state at the next general election in conformity with art. XIII, sec. 1, Constitution of the 02 State of Alaska, and the election laws of the state.
