00 SENATE CONCURRENT RESOLUTION NO. 25 01 Relating to state agency construction and maintenance contracts throughout the state. 02 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 03 WHEREAS the use of state agency employees to perform state agency construction 04 and maintenance projects throughout the state appears to be increasing; and 05 WHEREAS some governmental agencies use competitively selected contractors for 06 these types of projects by entering into contracts that require the contractors to provide 07 construction and maintenance services on an as-needed basis over a particular period of time, 08 that limit the geographical area where the work is to be provided, and that require the 09 contractors to respond on a 24-hour basis when a project arises; and 10 WHEREAS this contractual approach ensures that a contractor is ready and available 11 to perform projects quickly when needed, allows agencies to be more responsive when the 12 work is needed, and provides a speedy response to the area's construction or maintenance 13 needs; and 14 WHEREAS this contractual approach could be used by state agencies to handle 15 routine maintenance and small construction projects and would be appropriate for projects 16 between approximately $250,000 and $1,500,000;

01 BE IT RESOLVED that the Alaska State Legislature respectfully requests that the 02 governor consider directing the Department of Transportation and Public Facilities and other 03 state agencies to use, when handling construction and maintenance projects between 04 approximately $250,000 and $1,500,000 throughout the state, an approach under which a 05 competitively selected contractor agrees to provide construction and maintenance services on 06 an as-needed basis over a particular period of time to a specific geographical area and on a 24- 07 hour response basis.
