01 "An Act relating to motor vehicle safety belt violations."                                                              
02 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
03    * Section 1.  AS 28.05.095(e) is amended to read:                                                                  
04            (e)  Notwithstanding any other provision of law, a peace officer may not stop                                
05       or detain a motor vehicle not being operated on a highway to determine compliance                             
06       with (a) of this section, or issue a citation for a violation of (a) of this section, unless                      
07       the peace officer has probable cause to stop or detain the motor vehicle other than for                           
08       a violation of (a) of this section.
