00 SENATE BILL NO. 196 01 "An Act creating the George W. Bush No Child Left Behind school grant program and 02 repealing the quality school funding grant program; and providing for an effective 03 date." 04 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 05 * Section 1. The uncodified law of the State of Alaska is amended by adding a new section 06 to read: 07 PURPOSE. It is the purpose of this Act to provide funding for school districts to 08 implement 20 U.S.C. 6301 - 7941 (No Child Left Behind Act of 2001). 09 * Sec. 2. AS 14.17 is amended by adding a new section to read: 10 Sec. 14.17.485. George W. Bush No Child Left Behind school grants 11 program. (a) As a component of public school funding and except as provided in (b) 12 of this section, a district is eligible to receive a George W. Bush No Child Left Behind 13 school improvement grant, not to exceed the district's ADM multiplied by $210, and 14 that number multiplied by the district's cost factor under AS 14.17.460. The

01 department shall by regulation establish a grant process to implement this section. 02 (b) If the department determines that a district meets the requirements 03 imposed under 20 U.S.C. 6301 - 7941 (No Child Left Behind Act of 2001), the 04 funding provided to the district under (a) of this section shall be reduced by 75 05 percent. 06 (c) For purposes of the reduction required under AS 14.17.400(b), funding 07 authorized under (a) or (b) of this section is treated the same as the state share of 08 public school funding under AS 14.17.410. 09 * Sec. 3. AS 14.17.480 is repealed. 10 * Sec. 4. This Act takes effect July 1, 2003.
