00 SENATE BILL NO. 89 01 "An Act amending the definition of 'lobbyist' in the Regulation of Lobbying Act, and as 02 it applies in the act setting standards of conduct for legislators and legislative employees, 03 to define 'regular' and 'substantial' as those terms describe activities for which a person 04 receives consideration for the purpose of influencing legislative or administrative 05 action." 06 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 07 * Section 1. AS 24.45.171(8) is amended to read: 08 (8) "lobbyist" means 09 (A) a person who is employed and receives payments, or who 10 contracts for economic consideration, including reimbursement for reasonable 11 travel and living expenses, to communicate directly or through the person's 12 agents with any public official for the purpose of influencing legislative or 13 administrative action if a substantial or regular portion of the activities for

01 which the person receives consideration is for the purpose of influencing 02 legislative or administrative action; in this subparagraph, 03 (i) "regular" means, as to legislative action, more 04 than 60 days while the legislature is in regular or special session; 05 and 06 (ii) "substantial" means, as to legislative or 07 administrative action, or both, more than 80 hours in a 30-day 08 period; or 09 (B) a person who represents oneself as engaging in the 10 influencing of legislative or administrative action as a business, occupation, or 11 profession;
