00 SENATE BILL NO. 75 01 "An Act making supplemental and other appropriations; amending appropriations; and 02 providing for an effective date." 03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. DEPARTMENT OF ADMINISTRATION. The sum of $826,500 is 05 appropriated from the general fund to the Department of Administration, office of public 06 advocacy, for operating costs of the office for the fiscal year ending June 30, 2003. 07 * Sec. 2. DEPARTMENT OF CORRECTIONS. (a) The sum of $500,000 is appropriated 08 from the general fund to the Department of Corrections, inmate health care, for medical and 09 other costs for the fiscal year ending June 30, 2003, resulting from a November 19, 2002 10 accident at mile 19.5 of the Seward Highway. 11 (b) The sum of $500,000 is appropriated from statutory designated program receipts 12 to the Department of Corrections, Anchorage jail, for operating costs for the fiscal year 13 ending June 30, 2003. 14 * Sec. 3. DEPARTMENT OF HEALTH AND SOCIAL SERVICES. The following

01 appropriations are made from the general fund to the Department of Health and Social 02 Services for the fiscal year ending June 30, 2003: 03 (1) the sum of $271,000 to general relief assistance, for additional operating 04 costs due to caseload growth; 05 (2) the sum of $615,300 to foster care special need, for additional operating 06 costs due to caseload growth; 07 (3) the sum of $2,833,300 to subsidized adoptions and guardianship, for 08 additional operating costs due to caseload growth; 09 (4) the sum of $110,000 to old age assistance-Alaska longevity bonus (ALB) 10 hold harmless, for additional operating costs due to caseload growth; and 11 (5) the sum of $155,200 to the Kenai Peninsula youth facility, for operating 12 costs associated with opening the facility. 13 * Sec. 4. DEPARTMENT OF LAW. (a) The sum of $582,600 is appropriated from the 14 general fund to the Department of Law, criminal division, for outside counsel costs for the 15 fiscal year ending June 30, 2003. 16 (b) The sum of $600,000 is appropriated from the general fund to the Department of 17 Law for oil and gas litigation for the fiscal years ending June 30, 2003, and June 30, 2004. 18 * Sec. 5. DEPARTMENT OF PUBLIC SAFETY. The sum of $229,300 is appropriated 19 from the general fund to the Department of Public Safety, fish and wildlife protection, for 20 increased fuel costs for the fiscal year ending June 30, 2003. 21 * Sec. 6. DEPARTMENT OF REVENUE. The sum of $142,000 is appropriated from 22 municipal bond bank receipts to the Department of Revenue, municipal bond bank authority, 23 for operating costs for the fiscal year ending June 30, 2003. 24 * Sec. 7. DEPARTMENT OF TRANSPORTATION AND PUBLIC FACILITIES. 01 (e) Section 100, ch. 2, FSSLA 1999, page 62, lines 10 and 11, is amended to read: 02 APPROPRIATION GENERAL OTHER 03 ALLOCATIONS ITEMS FUND FUNDS 04 Nunapitchuk Airport 1,200,000 05 Relocation 06 [RESURFACING 07 & LIGHTING] 08 (ED 39) 09 (f) The following appropriations are made from the general fund to the Department of 10 Transportation and Public Facilities to restore public services to the fiscal year 2002 levels for 11 the fiscal year ending June 30, 2003: 12 (1) the sum of $225,700 for central region facilities for general maintenance 13 and operations; 14 (2) the sum of $105,000 for northern region facilities to re-open Chitina, Birch 15 Lake and Montana Creek maintenance stations; 16 (3) the sum of $432,000 for central region highways and aviation to restore the 17 Ninilchik maintenance station operations and restore highway winter maintenance levels; 18 (4) the sum of $1,535,300 for northern region highways and aviation to restore 19 Birch Lake and Chitina maintenance station operations, restore winter maintenance levels on 20 northern region roads, and restore operations at the Clear and Circle Hot Springs airports; 21 (5) the sum of $264,000 for southeast region highways and aviation to restore 22 winter maintenance levels on southeast roads. 23 (g) The sum of $8,200,000 is appropriated from federal receipts to the Department of 24 Transportation and Public Facilities for the Dillingham-Aleknagik Road MP 8-23 resurfacing 25 project. 26 (h) The sum of $6,000,000 is appropriated from federal receipts to the Department of 27 Transportation and Public Facilities for the Glenn Highway intersection improvements and 28 resurfacing Gambell to McCarrey project. 29 (i) The sum of $5,625,000 is appropriated from federal receipts to the Department of 30 Transportation and Public Facilities for Old Glenn Highway reconstruction, North Eagle 31 River Exit to Peters Creek.

01 (j) The sum of $4,900,000 is appropriated from federal receipts to the Department of 02 Transportation and Public Facilities for the Barrow runway apron paving and safety area 03 expansion project. 04 * Sec. 8. LAPSE PROVISIONS. (a) The appropriations made by sec. 7(g), (h), (i), and (j) 05 of this Act are for capital projects and lapse under AS 37.25.020. 06 * Sec. 9. This Act takes effect March 21, 2003.
