00Enrolled HJR 5 01 Proposing an amendment to the Constitution of the State of Alaska relating to initiative and 02 referendum petitions. 03 _______________ 04 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 05 * Section 1. Article XI, sec. 3, Constitution of the State of Alaska, is amended to read: 06 Section 3. Petition. After certification of the application, a petition 07 containing a summary of the subject matter shall be prepared by the lieutenant 08 governor for circulation by the sponsors. If signed by qualified voters who are [,] 09 equal in number to at least ten per cent of those who voted in the preceding general 10 election, who are [AND] resident in at least three-fourths [TWO-THIRDS] of the 11 house districts of the State, and who, in each of those house districts, are equal in 12 number to at least seven percent of those who voted in the preceding general 13 election in the house district, it may be filed with the lieutenant governor. 14 * Sec. 2. The amendment proposed by this resolution shall be placed before the voters of 15 the state at the next general election in conformity with art. XIII, sec. 1, Constitution of the 16 State of Alaska, and the election laws of the state.
